SBIR Accounting Software Using QuickBooks Pro®
We've designed our GovCalc template and manual for QuickBooks Pro to enter direct and indirect costs in preparation for Federal Government accounting. You will also need our indirect cost calculation and fully burdened project cost software or use our accounting services that best fits your company's needs. These products have passed all DCAA and NIH reviews when properly installed and operated.

Audits
Getting You Through Federal Government Audits
The Government requires approval of your accounting system for SBIR Phase II cost reimbursable grants and contracts. They require that you describe the system in detail either in person or by phone. They will want you to provide assurance that you operate the system consistent with Government regulated accounting procedures. Government accounting rules are sometimes very different from generally accepted accounting principals used in commercial business. Interacting with the DCAA and NIH auditors is very confusing to accountants and non-accountants not familiar with the methodology of Government auditors. We will assist you or engage the auditors for you.

Proposal Audits by the Defense Contract Audit Agency (DCAA)
The Government contracting officer almost always requests that DCAA review SBIR Phase II proposed costs to verify that costs are reasonable and allocable. This review, or audit, is often conducted as an on site visit by a DCAA auditor who asks for information (such as indirect rates backup). The audit typically causes great concern for our clients and, unless we can intercede on their behalf, sometimes results in the decrease in the price of our client’s proposal. We know how to deal with the DCAA to get your full proposed price.

Incurred Cost Proposals and Audits by the Defense Contract Audit Agency (DCAA)
If you have a cost reimbursable contract or grant, it contains a clause that requires you to submit your actual indirect rates to the DCAA or NIH after the completion of each fiscal year. The ensuing audit is usually conducted as an on site visit by a DCAA auditor who asks for information (such as invoices and time cards for actual cost incurred for backup). The audit typically causes great concern for our clients. This audit either results in the partial refund of our client’s paid invoices to the Government or a substantial amount of money owed by the Government to our client (usually many months or years after the money could have been collected). We know how to deal with the DCAA to keep your refunds to a minimum and expedite your potential collections.

Proposal Costing Including the Development of Indirect Rates
Our SBIR Phase II clients need to understand the consequences of indirect rates such as Overhead and General & Administrative (G&A). This is a critical factor in pricing a government contract or grant proposal and can affect your business for years to come. We know how to develop and use these rates to properly set up your business for success and a profitable future with Government contracting. Often times we find that our clients have not properly developed their indirect rates. If you have this problem and it is not corrected, you will be doomed to years of losses and restricted growth. We can turn this around.

Federal Acquisition Regulations (FAR) and National Institutes of Health Grants Policy Statements (NIHGPS)
If you have questions about these regulations, we have read the FAR and NIHGPS many times and are knowledgeable of the numerous interpretations Contracting Officers and the DCAA employ. NIH also references FAR in their grants as well as their own NIHGPS.
